Oklahoma has been utilizing proceeds from bond sales. The legislature approves the bond. Our agency assists with info for the sale. The bonding authority holds the funds until we expend them on a rehab project.
In Mississippi, the MS Soil & Water Conservation Commission gets bonding authority from the State Legislature and use those funds to provide 90% of the 35% local match for rehabilitation of NRCS built dams. The local sponsor, through acquisition of easements and/or in kind services, provides the other 10% of the 35% local match.
