Saving department of ag, New Jersey

The NJ Governor has proposed to eliminate the NJ Dept. of Ag. Districts are lobbying state legislators to keep the dept. Their plan is to first save the dept. from elimination, then emphasize the essential function of districts. This way, if the dept. is eliminated, the districts can position themselves to be transferred to another agency. Other states had similar experience?
