Questions for supervisors who are elected in an official election process

The following questions applies to those states that have conservation supervisors/commissioners elected in an official state/county election process. (1) What is the policy for these elected officials participating in programs funded through the district? (2) Are they allowed to participate? (3) If so is there a limit to the amount they can receive either by program or cumulative with two or more programs? (4) Are they required to recuse themselves from participating in the approval process by the district? Any and all information they you may provide on this subject will be greatly appreciated.
