This is the manual we use for the Conservation Districts. It is published by the State Auditor's Office and governs all special service districts.

Virginia has actually prepared a personnel policy manual and operations manual as a guide for our districts. There may be some helpful information in these materials for your own state. You can also view an exact policy manual of our Loudoun SWCD at http://vaswcd.org/director-trainings which used these statewide manuals and trainings/resources we made available to assist with development. We’re also lucky to have an associate director who serves as lead HR staff for one of our larger counties in Virginia. Her expertise was used in developing all of these resource guides and when drafting/approving individual district policies like that of Loudoun provided here.
