Conservation District Policy Handbook

After an excellent presentation by Mike Brown at our annual association state meeting we have received numerous calls about the development of conservation district policy manuals. Have any of your districts (or state agencies) created policy manuals that would be available to share?

We have a district policy and procedure manual that covers accounting policies and procedures.

The Wyoming Association of Conservation Districts has created a procedures manual at http://conservewy.com/PROCEDURES.html.
They have an extensive web page covering many district needs and training materials.

This is the manual we use for the Conservation Districts. It is published by the State Auditor's Office and governs all special service districts.

Virginia has actually prepared a personnel policy manual and operations manual as a guide for our districts. There may be some helpful information in these materials for your own state. The personnel management guide can be found at http://vaswcd.org/personnel-management and the district operations policy guide can be found at http://vaswcd.org/operations-guide. You can also view an exact policy manual of our Loudoun SWCD at http://vaswcd.org/director-trainings which used these statewide manuals and trainings/resources we made available to assist with development. We’re also lucky to have an associate director who serves as lead HR staff for one of our larger counties in Virginia. Her expertise was used in developing all of these resource guides and when drafting/approving individual district policies like that of Loudoun provided here.
