Conservation agencies funded by dedicated sales tax

Which state soil and water conservation agencies are funded a by a dedicated state sales tax and how long have they had that funding? In addition, if the state agency is funded by a dedicated sales tax, are other programs also funded in addition to soil and water conservation programs? Thanks, Bill

We do not have any programs funded by a dedicated sales tax, but there were several proposals discussed in the legislative session that just adjourned. It will be a topic for discussion our next legislative session.

Utah's Conservation Districts are funded from General Fund Dollars. However our Agricultural Resource Development Loan (ARDL) Program receives a small percentage of sales tax dollars.

Louisiana’s conservation program is funded by state general funds – no dedicated funds.

MN started receiving dedicated sales tax revenue in 2009 after approval of a constitutional amendment for funding clean water, habitat, park & trails and the arts. 33% of the funds are put into a clean water fund which is allocated on a biennial basis by the legislature. The state agencies, including the Board of Water and Soil Resources, work with an appointed clean water council to put together and make spending/allocation recommendations to the Governor and Legislature. We are recipients of approximately 49% of the available funds which translates into roughly 108 million per biennium. We distribute the money through a number of programs for funding of project and practices, conservation easements, and local capacity. A portion of our current staff is paid out of the clean water funds and the rest through general fund appropriation.

Aloha, this response is from our Hawaii Department of Budget and Finance:

Hawaii’s general excise and use tax revenues are deposited to the credit of the general fund. There are no sales tax revenues that are dedicated specifically for soil and water conservation agencies.
