Colorado's agricultural conservation is mostly facilitated through the Dept of Agriculture. The Ag Commission advises on most programs within CDA. The Colorado State Conservation Board is the governing board for conservation districts but doesn't oversee all conservation programs within CDA. Our Dept of Natural Resources has individual agencies that have their own governing boards that guide conservation efforts (ie. Wildlife Commission, Colorado Water Conservation Board, Oil and Gas Conservation Commission, Mined Land Reclamation Board).

Just to clarify who the Resource Conservation Advisory Council is. The Council comprises of seven conservation district supervisors across Montana who are appointed by the Governor and serves two year terms. Currently, the Council assists DNRC Conservation and Resource Development Division reviewing grant applications and budget discussions. We are looking at expanding roles. Does your state have a similar type entity that advises your conservation agency?

In Alabama, the Alabama Soil and Water Conservation Committee is a stand alone state agency with a six person Committee appointed by the Governor. Each of the six Committee members represents one of the district Association's areas. They meet quarterly and have broad responsibility for what the Committee does including approving the yearly budget.
